Our Goal

The goal of NORMES is to extend the current best practices model of a student centered assessment system developed at the Office of Research, Measurement and Evaluation (ORME) for use in a national center for schools.


DAWN Exchange


NORMES at the U of A is pleased to partner with the DAWN Education Exchange, an agency with a vision to provide access to an exemplar series of web based educational programs and products for all children. This model transcends the current conventions of grades or age as the basis for assessing performance or providing educational materials. The open access, web based platforms and transformational concept of providing access to all students, from Pre-K forward, regardless of current achievement or demonstrated level of knowledge, make the DAWN Education Exchange a true agent of change in education. It is our belief the partnership of the two organizations will result in the development and design of innovative approaches to education, including the ability to transcend the conventional methodologies of grade and content to create a system that values student accomplishment and ability. It is exciting to be involved in implementing a collaborative model that transcends borders, educational systems, and is genuinely focused on the education of all students. The ultimate goal of the DAWN Education Exchange can be realized through providing a comprehensive digital resource that combines not only education but social interaction across the globe establishing intercultural competence, collaboration, and research.

NORMES provides research and analysis for state and local government, schools, community, and non-profit organizations. NORMES identify scientific evidence about what works in education programs and policies. We offer objective analysis of policies and programs across a broad spectrum of educational programs. We strive to advance knowledge and enable educators and other stakeholders to make informed decisions regarding significant educational issues.


NORMES associates have a full range of policy and content knowledge, experience with multiple evaluation methods and analytic tools necessary to provide valid and reliable evidence to improve educational programs. NORMES has successfully completed evaluation designs for the National Science Foundation (NSF) and the U.S. State Department of Education on the effectiveness of STEM education and training programs in K-16 programs. We provide technical support to networks of professionals working to develop and implement new instructional and professional development innovations in STEM across K-16.
